Yes. The Oobit card is a Visa card, so any merchant that accepts Visa can accept it, with no extra setup.
When you pay, the purchase is funded by your Oobit balance and converted at checkout. The merchant receives a normal Visa payment in their local currency, so nothing changes on their side.
In store, merchants need a terminal that accepts contactless payments if you're paying with Apple Pay or Google Wallet.
